Why Does This Base Design Work?

A TH18 War base showcases exceptional compartmentalization with twenty-two distinct compartments protecting the central Town Hall. The Eagle Artillery occupies the innermost compartment, supported by two Monoliths in the second layer. Two Scattershots provide extensive splash damage coverage from the base's left and right flanks.
